The only ones in costume are the ones cosplaying a band member or anime character. Harajuku started out as a place to friends to meet and get away from Japan's opressive society and they could identify each other through their fashion interests. Most of the "harajuku" kids that I've talked to are just annoyed with all the tourists and cameras and wish everyone would leave them alone.
